Trouble getting timing exactly right

I've followed the various guides online for finding TDC & installing the distributor, but I cannot get the timing to exactly 20 degrees. The best I've been able to get is about 22 degrees with the distributor cranked all the way to the left leaving no room for adjustment. But if I pull it and try to move the CAS over to the next tooth, it's too far and the best I can get is around 0 with the distributor cranked all the way to the right. Looking at the teeth on the CAS, it would seem I could get a finer range of adjustment, but it seems like each tooth moves the rotor contact by nearly an inch.

Is there some trick I'm missing?

Nevermind, I'm an idiot. I just didn't let it warm up enough. Once it is warm, it moves over significantly.
