Ok so i'm looking for rims for my car and i was wondering what size and offset i need for an 86 200sx with the ca20e? Will these work? ..... 17"x7 1/2" with a 38 mm offset? I'm a lil new to these cars and have heard its kinda hard to find rims to fit it!

Keep in mind that the wider you go the more offset you will need to run.
Obviously there is a limit as to how far you can go, but if going to a 7" wide rim you may need to go 40mm. (all depending on clearance)

you're thinking backwards.
the wider he goes the shallower the offset must become.
the offset is the measurement of the distance from the center of the rim to the mounting surface on the back of the rim. if it's higher, the mounting surface is closer to the outside edge making the inside edge go further into the wheel well.
If you were to fit those wheels on the front you would need a minimum 10mm spacer . they would fit on the back with no problems.

the rears will be fine for clearance w/o spacers.
the front you'll most likely need 14mm - 12mm of clearance
that's just over 1/2"
you'll also need longer front wheel studs.
i dosent look like they will come even close to fitting without a 1 inch spacer also the the spacers im getting are spacer/ adapters cause the rims i have are 4x100 bolt pattern
I have a set of 15x8" rims, I dont know about offset, but they fit the RS13 (S13) without problems. Do you think they will fit the car? ( CA18ET -88 )
Also what tire dimensions should I have on them? I want as wide as possible... more traction and looks good :)

NO WAY! not even close! the place on the strut that the spring sits on hits the rim/tire till its about 1 inch away from the car!! the offset may be 42 but i'm not shure (but still a whole 2 mm)!

I know for a fact that my wheel are 17x7"+40mm because it's stamped into the back of the wheel. What tire size is on that wheel? Do you know what the brand of wheel is or do you have a picture of it?
my offset was 40+ or 42+ and I'm using 14mm of spacing to get enough clearance...your wheels must be 17x7.5" aswell. the half of inch width changes the values completely. Here is an example 7.5" wide wheel that is +40mm has a backspacing of 135.25mm and a 7" wide wheel has a back spacing of 128.9mm that make the 7.5" wheel 6.35mm closer to the strut and if the offset is +42mm then you are 8.35mm closer. That is why you need a 14mm spacer and I only need a 5mm spacer.

you can just buy the rings though can't you?yes you can but with the 14mm spacer you have there isn't enough of the hub exposed to use hubcentric rings. With my 5mm spacer there is barely enough.
hmm...well I've always had some shake at 80km/h+ even with my stock wheels. so after I go in for my 4 wheel alignment on tuesday and replace my ps pump and possibly my rack and pinion(my dad says it's starting to go). I'll see if the vibrations are still around because a worn rack and pinion will cause those vibrations too right?

you can just buy the rings though can't you?yes mine are 66.2mm ID and 72.6mm OD because that is what size difference between the stock hubs(66.2mm) and the hole in the back of my Racing Hart Z5000 wheels(72.6mm).
i have 17x7 wheels on my car with 215/45/17 tires and i didnt need to do anything but put them on. and mine is the same as yours so if u want 17x7 or 17x7.5 u dont anything.

it can be 17x10 and you won't need to do anything if you have the right offset
what's your offset on those rims?
I'm thinking prolly like 28+ or 30+ or something right?
